Technical Advisor II – Water Smart Agriculture (Outreach)

About the role

The Technical Advisor II – Water Smart Agriculture (Outreach) will support the expansion, quality and sustainability of Water Smart Agriculture programming led by Caritas and other national partners across Latin America and the Caribbean. Working through a locally‑led development approach, the advisor will strengthen partners’ technical capacity to design, implement and scale climate‑resilient agro‑enterprise initiatives.

Key responsibilities

• Provide technical assistance to partners on design, implementation, monitoring, learning and adaptation of climate‑resilient agriculture programmes.
• Serve as CRS’s primary technical focal point for Water Smart Agriculture outreach in countries without a direct CRS presence.
• Support partners in identifying scaling and institutionalisation opportunities for successful initiatives.
• Facilitate peer‑learning, capacity‑strengthening activities and resource mobilisation to expand impact.
• Contribute to strategic expansion of partner‑led Water Smart Agriculture programming across the region.

Required profile

• Demonstrated experience in agriculture, climate‑resilience or related development work.
• Proven ability to work collaboratively with local NGOs and national partners.
• Strong analytical and problem‑solving skills applied to programme design and monitoring.
• Excellent communication skills in English; ability to work remotely across diverse cultural contexts.
