Program Manager – Honduras Program

About the role

Dexis is seeking a Program Manager to lead the implementation of a U.S. Department of State‑funded program in Honduras that supports citizen security, counternarcotics, border security and criminal deterrence. The role will coordinate travel, logistics, procurement, training and operational support for Honduran law‑enforcement and justice‑sector partners.

Key responsibilities

• Provide day‑to‑day leadership for program implementation, ensuring alignment with scope, work plan, budget and objectives.
• Establish and manage systems for receiving, reviewing, tracking and closing training, travel, logistics, procurement and operational‑support requests.
• Oversee domestic and international travel support, including airfare, lodging, ground transportation, documentation, insurance and participant advances.
• Manage logistical support for training events, conferences and other INL‑sponsored activities.
• Lead compliant procurement of mission‑essential items and services, develop a reliable vendor network and ensure all expenditures meet award requirements and U.S. Government regulations.
• Coordinate Leahy vetting processes and ensure participant approvals.
• Monitor performance, prepare quarterly reports via INL’s DevResults system and manage operational, financial and security risks.

Required profile

• Bachelor’s degree in international development, business administration, public administration, logistics, supply‑chain management, international relations or related field.
• 5+ years of progressively responsible experience managing international logistics, operations or related programs, preferably with law‑enforcement or security assistance components.
• Strong experience with project operations, budgeting, procurement, compliance and stakeholder coordination.
• Experience managing U.S. Government‑funded programs strongly preferred.
• Excellent English communication skills; Spanish preferred.
