About the role

The World Food Programme (WFP) is seeking a consultant to lead financial, legal and political mapping activities that support the development and implementation of Honduras' National Anticipatory Action Framework. The role will contribute to strengthening early‑warning mechanisms and coordinated responses to droughts and floods.

Key responsibilities

• Analyse and map financial flows related to humanitarian and development programmes in Honduras.
• Identify legal frameworks, policies and regulatory constraints affecting anticipatory actions.
• Assess the political environment and stakeholder dynamics influencing programme implementation.
• Support the Technical Group of Anticipatory Action (GTAA) in defining triggers and thresholds for drought and flood events.
• Produce evidence‑based reports and recommendations for the ECHO Consortium, including WFP, the Honduran Red Cross and FAO.

Required profile

• Advanced degree in economics, law, political science or a related field.
• Proven experience in humanitarian or development contexts, preferably in Latin America.
• Strong analytical abilities and experience working with multi‑stakeholder groups.
• Fluency in Spanish and English.
